Pre-school Centres

Pre-school Centre provides services to infants and children with special needs aged up to 6 years.

Hong Chi Kwong Fuk Pre-School Centre

Subsidized by the Social Welfare Department, Hong Chi Kwong Fuk Pre-School Centre has been in operation since March 2016.

Clients

1) Special Child Care Centre (Capacity: 35)

Children aged 2 to 6 who are not in need of constant hospital care, unable to benefit from the Integrated Programme in the mainstream kindergartens-cum-child care centres, are not receiving services from Early Education and Training Centre at the same time and are experiencing one or more of the following:

- moderate or severe mental handicap;
- moderate or severe physical handicap;
- deafness or severe to profound hearing impairment;
- blindness or severe visual impairment;
- severe behavioural / emotional problems, hyperactive disposition or autistic disorder.

2) Early Education and Training Centre (Capacity: 32)

Children who are:

- from birth to 2 years of age, are assessed as experiencing physical disabilities (including cerebral palsy), intellectual disability, visual impairment, other congenital abnormalities, developmental delay and risk of becoming disabled, i.e. pre-mature babies or underweight babies

- from 2 to 6 years of age, are assessed as experiencing global delay (including speech delay), borderline intellectual delay, a mix of physical disability and social behavioural problems and inadequate teaching or training from parents/guardians/family members

3) Occasional Child Care Service (Capacity: 5)

- Children aged 2 to 6 with developmental disabilities

Application

Referrals can be made by Integrated Family Service Centres or Medical Social Workers to the Central Referral System for Rehabilitation Services.

Fees and Charges: All related fees set forth by the Social Welfare Department

Service Hours: Monday to Saturday, 8:30a.m. to 6:30p.m.

Hong Chi Pinehill Pre-school Centre

It is the first of its kind in Hong Kong providing year-round residential care and education for children up to six years of age. Most of the children are orphans, and some are from families which cannot take care of them due to special circumstances. The Centre also offers early education and training for infants and children with developmental disorders.

Clients

Infants and children with intellectual disabilities or developmental disorders aged up to 6 years.

Capacity:10 (education and training), 24 (education and training, with residential service)

Application

Referrals can be made by Integrated Family Service Centres or Medical Social Workers to the Central Referral System for Rehabilitation Services.

Fees and Charges, Service Hours

Fees and Charges: Monthly transportation and residential / training fees set forth by the Social Welfare Department

Service Hours: 24-hour service is provided everyday

Hong Chi Sunshine Project - Social Welfare Department Pilot Scheme on On-site Pre-school Rehabilitation Services

To enable children with special needs to access the necessary training early in the prime training period, the Social Welfare Department (SWD) has launched a two-year Pilot Scheme on On-site Pre-school Rehabilitation Services in the fourth quarter of 2015. Under the Pilot Scheme, 16 multi-disciplinary service teams from the non-governmental organizations (NGOs) will offer on-site services to participating kindergartens (KGs) and kindergarten-cum-child care centres (KG-cum-CCCs) to provide early intervention to children who are on the waiting list for SWD-subvented pre-school rehabilitation services.

Clients

1) Children attending the participating KGs or KG-cum-CCCs who are in the waiting list for SWD-subvented pre-school rehabilitation services (i.e. EETC, Integrated Programme in KG-cum-CCCs and Special Child Care Centre); and
2) Teachers/ child care workers and parents/ cares of such children

Capacity:100

Application

1) Referrals to our team can be made through the KGs or KGs-cum-CCCs participating in the Pilot Scheme

2) If the child is attending a KG or KG-cum-CCC participating in the Pilot Scheme, the parents/carers may also apply to our team directly.

3) All applications are based on “first-come-first-serve” basis.

Fees and Charges, Service Hours

Fees and Charges: No fee is charged

Service Hours: Monday to Friday 9:00a.m. to 5:00p.m.
